Changes to the charts used by the Commission to determine hits
|
|
On 6 September 1996 the Commission announced certain changes relating to the use of "hits" by English-language FM stations.
|
|
These changes included:
|

· adoption of the "Hit Parade" chart published by The Record to replace the recently discontinued "Retail Singles" chart; and
|
|
· a change in the analysis procedure so that the charts used to determine hit factors would be those contained in publications dated up to and including four Saturdays before the date of broadcast.

The Circular indicated that the new procedure and chart would be implemented on 6 October 1996.
|
|
Correspondence has been received from the Canadian Association of Broadcasters (CAB) expressing concern that these changes would cause FM stations to significantly change their programming. They considered that, if the Commission were to adopt the "Hit Parade" chart which is compiled primarily from airplay rather than retail sales, it should implement a ten-week rather than a four-week delay before applying the charts to a particular analysis. Concern was also expressed about the implementation date which is within the fall ratings period.

In order that the Commission may properly assess CAB's proposal and to ensure that stations are not obliged to change their programming during ratings, the Commission has decided to postpone the implementation of changes to the charts and analysis procedure used to determine the level of hits broadcast by English-language FM stations until Sunday, 2 February 1997.
