1. ST. JOHN'S AND RED ROCKS, Newfoundland

Application (951017400) by NEWFOUNDLAND BROADCASTING COMPANY LIMITED, P.O. Box 2020, St. John's, Newfoundland, A1C 5S2, to amend the broadcasting licence of the (radio) programming undertaking CHOZ-FM St. John's, by decreasing the effective radiated power of its Red Rocks transmitter (CKSS-FM) from 1,120 to 520 watts. The licensee proposes to change the antenna from an omnidirectional to a directional pattern, so that the useful coverage of the station will remain unchanged.

- by deleting the condition of licence authorizing the distribution of WJBK-TV (CBS) Detroit, Michigan; and

- by adding a condition of licence authorizing the distribution of WTOL-TV (CBS) Toledo, Ohio, received via satellite from the CANCOM network, as part of its basic service.

- by adding a condition of licence relieving the licensee from the requirement that it distribute at least four television programming services delivered at its local head end by a network operator licensed to extend television and radio services to remote and underserved communities, at least one of which must be a Canadian programming service, pursuant to section 23 of the Cable Television Regulations, 1986; and

- by eliminating the local head end at Saint-Joseph-de-Madawaska and interconnect, via fibre optic, to the Edmundston (Class 1) system.

- by adding a condition of licence relieving the licensee from the requirement to distribute the local signals CBGAT-1 (SRC) Mont-Climont, CBGAT-19 (SRC) Lac Humqui, CFER-TV (TVA) et CIVB-TV (SRTQ) Rimouski, Quebec, pursuant to paragraph 22(1)(a) of the Cable Television Regulations, 1986.
