CALL FOR COMMENTS ON A REQUEST TO ADD THE SERVICE OF TELEVISION NORTHERN CANADA INCORPORATED TO THE LISTS OF ELIGIBLE SATELLITE SERVICES

The Commission has received a request from Television Northern Canada Incorporated (TVNC) to have its network signal added to Section "A" of the list of "Part II Eligible Satellite Services" and to the list of "Part III Eligible Canadian Satellite Services".

In Decision CRTC 91-826 dated 28 October 1991, the Commission licensed TVNC to operate a native television network for the purpose of broadcasting cultural, social, political, and educational programming for the primary benefit of aboriginal people in the North. The service provides programming in seven aboriginal languages as well as in English and French. TVNC currently broadcast over the air in 96 communities located throughout the North.

While the TVNC signal is currently distributed by satellite, cable operators that do not receive TVNC from an off-air transmitter require prior Commission approval to distribute this signal. If approved, this request would permit Class 1 cable licensees and Class 2 cable licensees with 2,000 or more subscribers located throughout Canada to distribute this signal on a discretionary basis without prior Commission approval. Further, the approval of this request would permit licensees that hold Class 2 licences and have less than 2,000 subscribers and Part III licensees located throughout Canada to distribute TVNC as part of either the basic service or on a discretionary tier without prior Commission
approval. |
The Commission considers it appropriate to provide an opportunity for public comment on the proposed amendment to the lists in order to ensure that all relevant information is available to it prior to making a decision. In addition, the Commission seeks comments on whether cable distribution of TVNC should be subject to the Distant Canadian Signal policy as set out in Public Notice CRTC 1993-74.

While receipt of submissions will not be acknowledged, they will be considered by the Commission and will form part of the public record of the proceeding.
