CALL FOR APPLICATIONS FOR A BROADCASTING LICENCE TO CARRY ON A (RADIO) PROGRAMMING UNDERTAKING TO SERVE VANCOUVER, BRITISH COLUMBIA
The Commission has received the following application:
QUEBEC REGION
1. QUEBEC CITY, Quebec
Application (950990200) by TÉLÉ-MÉTROPOLE INC. to amend the broadcasting licence of the (television) programming undertaking CFCM-TV Quebec Coty concerning the hours of local programming. The condition of licence presently reads as follows:
"It is a condition of licence that the local production of CFCM-TV be maintained at a minimum of 21 hours per week (not including repeats) throughout the new licence term. Total local production shall consist exclusively of programs on subjects of local interest aimed at viewers residing in the area served by the station. In addition, at least 11 hours of this local programming shall be programs broadcast exclusively by CFCM-TV and which reflect, first and foremost, the activities and interests of the residents of Quebec City and area."
The licensee proposes to amend part of the condition of licence as follows:
"It is a condition of licence that the local production of CFCM-TV be maintained at a minimum of 21 hours per week (not including repeats) throughout the new licence term. Total local production shall consist exclusively of programs on subjects of local interest aimed at viewers residing in the area served by the station. In addition, at least 11 hours of this local programming shall be programs which the picture and audio aspects reflect, first and foremost, the activities and interests of the residents of Quebec City and the area. Finally, 8 hours of the local programs shall be programs broadcast exclusively by CFCM-TV."
The licensee also proposes that:
- the part of the condition of licence requiring the broadcast of a minimum level of 21 hours of local production (including eleven hours as amended above) be for the fall-winter season (39 weeks starting in September), but that during the summer season (13 weeks), the respective minima be set at sixteen hours and eight hours;
- during the weeks with legal holidays, it be relieved from the requirement to produce a minimum of local programs;
- the total hours of local production (not including repeats) remains at a minimum of 1,092 hours per broadcast year (an average of 21 hours per week); and
- the total hours of production exclusive to CFCM-TV be set at a minimum of 416 hours per year (an average of 8 hours per week).
