Telecom Order CRTC 95-254
IN THE MATTER OF the Phase III Manual and Access Study Manual update report of Bell Canada (Bell) dated 31 October 1994.
WHEREAS, pursuant to Proposed Revisions to the Phase III Manual Update Procedure Telecom Letter Decision CRTC 89-26, 1 December 1989 (Letter Decision 89-26) and Bell Canada and BC TEL - Phase III Access Study Manuals Telecom Letter Decision CRTC 94-3, 16 February 1994 (Letter Decision 94-3), Bell filed a Phase III and Access Study Manual update report on 31 October 1994;
WHEREAS, on 25 November 1994, Unitel Communications Inc. (Unitel) submitted comments on several specific revisions included in Bell's update report;
WHEREAS, with respect to Customer Account Query Activities (BSCC 75.640.04), Unitel submitted that the material filed by Bell failed to provide basic information such as the time period and frequency of the study and a mapping of the activities to products and services as well as Broad Service Categories (BSCs), and that Bell be directed to provide such information;
WHEREAS, with respect to Revised Network Settlement Classification (NSC) Apportionment, Unitel submitted that Bell had not provided sufficient details to support the proposed change and that it be directed to provide further details on a number of matters, including which NSC ratio sets Bell proposed to modify and the percentage of traffic for each relevant NSC ratio that pertains to the Access-Contribution BSC;
WHEREAS, with respect to Circuit Order Testing (74EA) and Trunk Repair Testing (74EB) BSCC 75.010, Unitel recommended that Bell be directed to: identify the transmission studies to be used, explain the classification of interoffice circuits by BSC and allocate costs based on the number of circuits or growth in circuits of all facility types, not just fibre optics as proposed by Bell;
WHEREAS, with respect to IX Start-Up and Ongoing Costs (BSCC 75.650.02), Unitel submitted that Bell be directed to adjust the amortization for these costs to 10 years;
WHEREAS, with respect to Admin Services Support - Copying Services (88AR) BSCC 75.660, Unitel submitted that a more causal allocation of these costs would be the BSC allocations associated with each department or group that makes use of the service;
WHEREAS, on 9 December 1994, Bell filed reply comments;
WHEREAS, on 22 December 1994, Unitel filed additional comments with respect to Customer Account Query Activities, submitting, among other things: (1) that Bell had failed to provide a mapping of the activities to products and services as well as BSCs; (2) that the choice of September to conduct an annual work sampling study may not be representative, and that quarterly studies be undertaken; and (3) that a comparison of the expenses assigned to Access by Bell and BC TEL warrants further investigation by the Commission;
WHEREAS the Commission has reviewed Bell's update report in detail with particular attention to the comments of Unitel and Bell's reply with respect to the matters raised by Unitel;
WHEREAS the Commission notes that Bell's proposed methodology for Business Sales Expense is under review in a separate process and will be addressed in that proceeding;
WHEREAS, the Commission notes that in its reply comments, Bell explained that Aircraft Expense was inadvertently included in its 31 October 1994 update report and will be cancelled in its 15 January 1995 update submission;
WHEREAS, other than as noted below, the Commission finds acceptable the revisions contained in the Phase III and Access Study Manual update report filed by the company on 31 October 1994; and
WHEREAS, in accordance with Letter Decisions 89-26 and 94-3, Bell must file amended pages to its Phase III and Access Study Manuals by 30 June of each year -
IT IS HEREBY ORDERED THAT:
1. Subject to items 2 to 4 below and with the exception of Aircraft Expense, Bell's proposed revisions to its Phase III and Access Study Manuals are approved.
2. Bell is directed to change its proposed classification of Co-Located Customer Provided Equipment in a Telephone Company (Telco) Central Office
(NST 700) from CN to the Other Broad Service Category (BSC).
3. Approval of Bell's proposed classification of Electronic Transfer Capability for Centrex (NST 900) to the ML BSC, assignment of Termination payment amortization charges (function code 78HZ) to BSCs via corporate salary ratio (CSR#3) and assignment of Customer Account Query Activities (function code 41AA) (BSCC 75.640.04) is withheld.
4. Bell is directed to include in its 31 March 1995 update submission:
(a) a joint Bell/BC TEL report which explains the difference between their respective proposed classifications of NST 900;
(b) a report which explains the rationale for its proposed treatment of Termination payment amortization charges in light of BC TEL's current approved assignment of similar expenses to the Common BSC; and
(c) a joint Bell/BC TEL report which addresses the points raised by Unitel with respect to Customer Account Query Activities (41AA) (BSCC 75.640.04) including the mapping of activities, using the month of September as a representative sampling period and the comparison of the expense assignment by the two companies for these activities.
5. The amended pages to the Phase III and Access Study Manuals, to be filed by 30 June 1995, are to include all updates approved in this Order that are relevant to the production of the 1994 Phase III and Access Study results to be submitted by 30 September 1995.
6. Copies of the amended pages to the Phase III and Access Study Manuals are to be served on all Phase III interested parties by 30 June 1995.
