Telecom Order CRTC 95-1433
|
IN THE MATTER OF an application by BC TEL under Tariff Notice 3413 (TN 3413) dated 4 December 1995, for tariff revisions providing for the compression of 21 rate bands to 11 for both business and residence services to be effective 1 January 1996.

WHEREAS in Telecom Order CRTC 95-1309 (Order 95-1309) dated 24 November 1995, the Commission denied a similar application filed by BC TEL under Tariff Notice 3299 dated 28 April 1995;
|
WHEREAS, in Order 95-1309, the Commission considered that Tariff Notice 3299 would result in excessive rate increases for some customers which would not be in the public interest;
|
WHEREAS, in Order 95-1309, the Commission noted that other telephone companies have undertaken or are in the process of undertaking rate band compression and that these other companies have proceeded on a phased basis to avoid rate shock;
|
WHEREAS, in Order 95-1309, the Commission considered that using approaches similar to those approved for other Stentor companies is consistent with the public interest;
|
WHEREAS, in TN 3413, BC TEL proposed rate group consolidation on a more gradual basis;
|
WHEREAS the Commission finds the proposed rate impacts to be acceptable;
|
WHEREAS, in TN 3413, BC TEL also requested a temporary suspension of all new one-way EAS provisioning until the company conducts a review of EAS provisioning;
|
WHEREAS, in support of its request, BC TEL expressed concern that the provision of one-way EAS under the new rate group consolidation proposal would result in foregone long distance revenue, higher costs to provision EAS and ultimately the passing on of this revenue shortfall to the general body of subscribers; and
|
WHEREAS the Commission considers that BC TEL's request raises concerns that should be examined separately from its consideration of the current application -

IT IS HEREBY ORDERED THAT:

BC TEL's application filed under Tariff Notice 3413 is given interim approval, except for its proposal to temporarily suspend all new one-way EAS provisioning until the company conducts a review of EAS provisioning.
