Conversion of an AM station to FM
Following a Public Hearing held in the National Capital Region on 17 July 1995, the Commission approves the application for a broadcasting licence for a French-language FM radio programming undertaking at Sainte-Anne-des-Monts, on the frequency 100.3 MHz, channel 262B, with an effective radiated power of 15,150 watts.
The Department of Industry has advised that the transmitter will have an effective radiated power of 15,150 watts rather than 15,850 watts, as had been indicated in CRTC Notice of Public Hearing 1995-7 dated 18 May 1995.
The applicant currently operates the AM radio programming undertaking CJMC Sainte-Anne-des-Monts and has indicated that this application was filed with a view to converting the station to FM. Further, the licensee indicated that it will continue to operate its transmitters CJMC-FM-1 Marsoui, CJMC-FM-2 Mont-Louis, CJMC-FM-3 Murdochville and CJMC-FM-4 Grande-Vallée.
Upon surrender of the current licence issued for CJMC, the Commission will issue a licence expiring 31 August 2002, subject to the conditions specified in this decision and in the licence to be issued.
It is a condition of licence that this station not be operated within the Specialty format as defined in Public Notice CRTC 1995-60, or as amended from time to time by the Commission.
The Commission reaffirms the particular importance it attaches to the development of Canadian talent and is satisfied with the annual budgets and the initiatives proposed by the applicant in this respect. The applicant is also reminded that, as outlined in Public Notice CRTC 1995-196, the Commission expects that Canadian talent commitments contained in applications for new licences, including those involving moves from the AM to the FM band, must be fulfilled during the first term of licence.
It is a condition of licence that the applicant adhere to the guidelines on gender portrayal set out in the Canadian Association of Broadcasters' (CAB) "Sex-Role Portrayal Code for Television and Radio Programming", as amended from time to time and accepted by the Commission.
It is also a condition of licence that the applicant adhere to the provisions of the CAB's "Broadcast Code for Advertising to Children", as amended from time to time and accepted by the Commission.
In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled "Implementation of an Employment Equity Policy", the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. In this regard, the Commission encourages the applicant to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.
