Licence renewal for CJVR
|
Following Public Notice CRTC 1995-79 dated 12 May 1995 and Decision CRTC 95-669 dated 30 August 1995, the Commission renews the broadcasting licence for CJVR Melfort from 1 December 1995 to 31 August 2002, subject to the conditions in effect under the current licence, as well as to those conditions specified in the licence to be issued.

The licensee has requested relief from expending $18,000 of a total benefits package of $153,000, accepted in Decision CRTC 90-1007 dated 27 September 1990, which approved the transfer of control of CJVR. The licensee explained that the $18,000 represents the total salary for a news staff position which was vacant for an 18-month period.

The Commission notes the licensee's reply to an intervention submitted by the Canadian Independent Record Production Association, in which it stated that a recent increase in business has allowed it to hire two new staff members. No other details as to the area of these staff additions were provided. In view of the positive financial performance of the station over the past three years, the Commission requires the licensee to fulfill the remaining shortfall of $18,000. The Commission, also requires that the licensee submit a report, within 90 days of the date of this decision outlining its plans relating to the allocation of this $18,000 shortfall, particularly in light of the original intent of the benefit.

The Commission reaffirms the particular importance it attaches to the development of Canadian talent and is satisfied with the annual budgets and the initiatives proposed by the licensee in this respect.

In this regard, the Commission notes that, on 17 November 1995, it released Public Notice CRTC 1995-196 entitled "Contributions by Radio Stations to Canadian Talent Development - A New Approach". As a result of this public notice, licensees may apply for relief from the direct cost commitments for Canadian talent development considered as part of this licence renewal, and to amend their licence by adding a condition of licence requiring payments to third parties involved in Canadian talent development at the level identified for it in the Canadian Association of Broadcasters' "Distribution Guidelines For Canadian Talent Development", as set out in the public notice.

In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled "Implementation of an Employment Equity Policy", the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. In this regard, the Commission encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.
