Licence amendment

|
Following Public Notice CRTC 1995-47 dated 21 March 1995, the Commission approves the application to amend the broadcasting licence for CKUM-FM Moncton by changing the frequency from 105.7 MHz to 93.5 MHz (channel 228A1) and by increasing the effective radiated power from 50 watts to 250 watts.

The licensee stated that these changes will improve the quality of the signal received in the metropolitan Moncton area.

The Commission notes that, in Decision CRTC 94-108 dated 25 March 1994, it denied an application by the licensee to change the frequency from 105.7 MHz to 94.5 MHz and to increase the power to 13,300 watts. The Commission pointed out that under that proposal, the status of CKUM-FM would have changed from that of a station authorized to serve the metropolitan Moncton area to one whose regional service would have covered almost all of southeastern New Brunswick. Such a change would have altered the balance between the radio services authorized to operate in this region.

The Commission encouraged the licensee to consider other technical solutions for the coverage problems encountered by CKUM-FM in the metropolitan Moncton area.

In this regard, the Commission considers that the current proposal is consistent with the licensee's mandate and that approval of this application should not cause an undue negative impact on existing broadcasting services. While not excluding the possibibility that another viable solution could have resulted in the improvement of the station's coverage, the Commission is of the view that this proposal offers the best permanent solution to the station's coverage problems.

The Commission notes that it has received a number of inteventions in support of this application.

|
The Commission also acknowledges the opposing intervention submitted by Maritime Broadcasting System Limited, licensee of CKCW/CFQM-FM in Moncton, and it is satisfied with the licensee's reply thereto.

The Department of Industry has advised the Commission that this application is conditionally technically acceptable, and that a Broadcasting Certificate will only be issued once it has been determined that the proposed technical parameters will not create any unacceptable interference with aeronautical NAV/COM services.
|
|
In accordance with subsection 22(1) of the Broadcasting Act, the Commission will only issue the licence amendment, and the authority granted herein may only be implemented, at such time as written notification is received from the Department of Industry that its technical requirements have been met, and that a Broadcasting Certificate will be issued.
