Transmitter power increase - Approved
At a Public Hearing held in Winnipeg beginning 5 June 1995, the Commission considered an application to amend the broadcasting licence for the radio programming undertaking CJXX Grande Prairie by increasing the day-time transmitter power from 10,000 watts to 25,000 watts.
Interventions in opposition to this application were submitted by Peace River Broadcasting Corporation, licensee of CKYL Peace River, Alberta and Mega Communications Ltd., licensee of CJDC Dawson Creek, British Columbia. Both interveners expressed concern that approval of an increase in power for CJXX would increase that station's coverage area, to the extent that its signal would penetrate their own stations' coverage areas, leading to potential loss of audience and revenues.
In its replies to the interventions, Monarch Broadcasting Ltd. (Monarch) stated that the power increase is being sought only to ensure that the authorized coverage area of CJXX, approved in Decision CRTC 91-101, dated 15 February 1991, can be adequately served. Monarch further stated that if approval for the power increase were to be granted, CJXX would in no respect be in direct competition with CKYL or CJDC.
The Commission has carefully considered the views of the licensee as well as those of the interveners, and notes the licensee's technical difficulties in maintaining a reliable signal throughout its coverage area at all times of the year. It also notes that the currently authorized 15 mV/m contour lines of CJXX do not overlap those of CKYL or CJDC, and that these contours will not be altered by the power increase. The Commission therefore is of the opinion that approval of this application will not result in any undue negative effect on the operation of any other undertakings. Accordingly, for the reasons set out above, the application to increase the day-time transmitter power of CJXX is approved.
In accordance with subsection 22(1) of the Broadcasting Act, the Commission will only issue the licence amendment, and the authority granted herein may only be implemented, at such time as written notification is received from the Department of Industry that it will issue a Broadcasting Certificate.
