Rate increase partially disallowed
Pursuant to subsection 18(6) of the Cable Television Regulations, 1986, Maclean Hunter Cable TV (Niagara) Limited proposed to increase its basic monthly fee by $0.37, effective 1 March 1995.
In assessing the proposed increase, the Commission has examined the documentation filed by the licensee. The Commission notes that the proposed $0.37 fee increase was calculated on the combined capital expenditures and number of subscribers of two cable systems (Niagara Falls and St. Catharines) and using a weighted base portion average for the 3% limit. However, the 3% limit is to be calculated only on the Niagara Falls system's base portion and not on a weighted base portion average. The Commission's calculations indicate that the 3% base portion limit for the Niagara Falls cable system is $0.35.
Accordingly, the Commission disallows the implementation of $0.02 of the proposed fee increase for the reason set out above. The licensee may therefore increase its monthly fee by no more than $0.35.
The Commission acknowledges the comments received from subscribers regarding the proposed increase.
