Licence renewal for CKOC
Following Public Notice CRTC 1995-50 dated 30 March 1995, the Commission renews the broadcasting licence for CKOC Hamilton, from 1 September 1995 to 31 August 1999, subject to the conditions in effect under the current licence, as well as to those conditions specified in the licence to be issued.
The licence term granted herein, while less than the maximum of seven years permitted by the Broadcasting Act, will enable the Commission to consider the next licence renewal of this undertaking in accordance with the Commission's regional plan and to better distribute the workload within the Commission. This term is not reflective of any Commission concern regarding the licensee's performance.
The Commission reaffirms the particular importance it attaches to the development of Canadian talent. As part of its renewal application, the licensee indicated that it was unable to make a commitment in direct expenditures to Canadian talent development, other than to continue implementing the 7-year $350,000 commitments noted in Decision CRTC 93-569 as part of the authority granted to acquire the assets of CKOC and CKLH-FM Hamilton. The Commission will expect the licensee to make direct cost contributions to the development of Canadian talent once the station achieves a positive operating income, the profit before interest and tax (PBIT) index being the primary profitability indicator. The Commission encourages the licensee to seek out other means of supporting, developing and exposing local and regional talent on-air.
In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled "Implementation of an Employment Equity Policy", the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. The Commission recognizes the licensee's involvement in various employment equity initiatives such as the L.E.A.P. Program in conjunction with Mohawk College. Further, it encourages CKOC to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.
