Licence renewal for CIAO
Following Public Notice CRTC 1995-50 dated 30 March 1995, the Commission renews the broadcasting licence for CIAO Brampton, from 1 September 1995 to 31 August 1999, subject to the conditions in effect under the current licence, as well as to those conditions specified in this decision and in the licence to be issued.
The licence term granted herein, while less than the maximum of seven years permitted by the Broadcasting Act, will enable the Commission to consider the next licence renewal of this undertaking in accordance with the Commission's regional plan and to better distribute the workload within the Commission. This term is not reflective of any Commission concern regarding the licensee's performance.
The Commission approves the licensee's request to amend its condition of licence by increasing the amount of Type A and B ethnic programming from 95 hours in each broadcast week to 106 hours. Accordingly, it is a condition of licence that the licensee devote, in each broadcast week of the licence term, not less than 106 hours to ethnic programming of Types A and B.
The Commission also approves the licensee's proposal to decrease the number of cultural groups to which ethnic programs are directed from a minimum of 13 to 12 and the number of different languages from 14 to 13. Accordingly, the licensee is required to provide, as a condition of licence, programming directed to a minimum of 12 cultural groups in a minimum of 13 different languages.
With respect to the development of Canadian talent, the Commission notes the licensee's proposal to contribute direct expenditures of $155,999 over a period of four years. However, the Commission advises the licensee that the amount of $75,853 allocated for "Independent Producers" does not qualify as a direct expenditure for Canadian talent initiatives. Consequently, CIAO's direct contributions over the four-year period are reduced to $80,146.
The Commission reaffirms the particular importance it attaches to the development of Canadian talent and is satisfied with the $80,146 in direct contributions in this respect. The Commission encourages the licensee to continue its efforts, during the new licence term, towards the support, development and on-air exposure of local and regional talent.
In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled "Implementation of an Employment Equity Policy", the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. The Commission notes that no special measures have been initiated by the licensee in this
regard and considers that CIAO could increase its efforts, especially in relation to persons with disabilities and Aboriginal Peoples.
