Licence renewals
Following Public Notice CRTC 1995-10 dated 20 January 1995, the Commission renews the licences held by North Nova Cable Limited (North Nova), for the cable distribution undertakings serving the communities noted above, from 1 September 1995 to 31 August 2002.
The operation of these undertakings is regulated pursuant to Parts I and III of the Cable Television Regulations, 1986 (the regulations) and the licences will be subject to the conditions in effect under the current licences, as well as to those conditions specified in this decision and in the licences to be issued.
The licensee is authorized, by condition of licence, to distribute the programming service of the Atlantic Satellite Network (ASN), received via satellite, provided that it is distributed on an unrestricted channel of the basic service of each undertaking.
With regard to the Tatamagouche undertaking, the licensee is relieved, by condition of licence, from the requirement of paragraph 22(1)(b) of the regulations that it distribute regional service CJCB-TV-2 Antigonish, in view of the poor reception quality of this signal.
On 24 March 1995, the Commission approved administratively the application by North Nova to change the authorized service area of its Wentworth system by amalgamating Westchester Station. The Commission expects North Nova to surrender the licence currently issued for Westchester Station.
In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled "Implementation of an Employment Equity Policy", the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. In this regard, the Commission encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.
The Commission acknowledges the intervention submitted by the Canadian Broadcasting Corporation, noting that the licensee distributes Cable News Network (CNN) but not Newsworld nor the Réseau de l'information (RDI) and expressing its wish that the licensee consider the distribution of Newsworld and RDI.
In reply, the licensee indicated that it expects to be able to add Newsworld in the near future.
While the Commission notes that Newsworld and RDI are not priority programming services, it reiterates the importance of Canadian programming services being given the widest possible distribution. The Commission expects the licensee to take into consideration the Canadian Cable Television Association (CCTA) Access Commitment with respect to the carriage of licensed Canadian services in deciding whether to make Newsworld and RDI available to its subscribers.
