Licence renewal
Following Public Notice CRTC 1995-10 dated 20 January 1995, the Commission renews the licence held by Rush Communications Limited, for the cable distribution undertaking serving the above-noted communities, from 1 September 1995 to 31 August 2002.
The operation of this undertaking is regulated pursuant to Parts I and III of the Cable Television Regulations, 1986 (the regulations) and the licence will be subject to the conditions in effect under the current licence, as well as to those conditions specified in this decision and in the licence to be issued.
The licensee is authorized, by condition of licence, to continue to distribute the Atlantic Satellite Network (ASN), received via satellite, provided that it is distributed on an unrestricted channel of the basic service.
The licensee is also authorized to continue to distribute CHAN-TV Vancouver, subject to the requirement stipulated in Public Notice CRTC 1995-8 dated 19 January 1995 entitled "Revised Lists of Eligible Satellite Services", that the licensee delete duplicate programming from the CHAN-TV service or substitute the local signal of CJCH-TV Halifax when the programming is identical.
With respect to the carriage of priority regional station CBHFT Halifax, the licensee indicated that it was working closely with the CBC to improve the quality of the signal in order to carry it, as required pursuant to section 22 of the regulations. The Commission requires the license to submit, within one month of the date of this decision, a report outlining the progress made in this regard.
In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled "Implementation of an Employment Equity Policy", the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. In this regard, the Commission encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.
The Commission acknowledges the intervention submitted regarding this application and is satisfied with the licensee's reply thereto.
