Licence renewal for CFCB and its transmitters
Following a Public Hearing in Halifax beginning 4 April 1995, the Commission renews the broadcasting licence for the radio programming undertaking consisting of CFCB Corner Brook and its transmitters CFDL-FM Deer Lake, CFNW Port-aux-Choix and CFNN-FM St. Anthony from 1 September 1995 to 31 August 2002, subject to the conditions in effect under the current licence, as well as to those conditions specified in the licence to be issued.
The Commission reaffirms the particular importance it attaches to the development of Canadian talent and notes the licensee's proposal to contribute annual direct expenditures of $8,220. However, the Commission advises the licensee that the amount of $4,940 claimed with respect to "The Newfoundland Hour" does not qualify as a direct expenditure for Canadian talent initiatives. In light of the station's financial situation, the Commission has accepted a direct annual expenditure commitment of $3,280.
The Commission also notes that during the current licence term the licensee did not fulfil its commitments related to Canadian talent development expenditures. In noting a shortfall of 17%, the Commission has considered the financial situation of the station, as noted above.
The Commission encourages the licensee to continue its efforts, during the new licence term, towards the support, development and on-air exposure of local and regional
talent.
In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled "Implementation of an Employment Equity Policy", the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. In this regard, the Commission encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.
