New low-power FM radio undertaking
|
Following a Public Hearing in the National Capital Region held on 10 February 1995, the Commission approves the application for a broadcasting licence for an English- language FM radio programming undertaking at Niagara Falls, on the frequency 91.9 MHz, channel 220LP, with an effective radiated power of 8 watts, during the 1995 summer tourist season and the Winter Festival of Lights in the 1995-96 season.

The Commission will issue a licence expiring 31 January 1996, subject to the conditions specified in the licence to be issued.

The frequency approved by this decision is an unprotected frequency. Accordingly, the licensee would have to select another frequency for the operation of the station should optimum utilization of the broadcasting spectrum so require.

The Commission notes that programming on the new undertaking will originate from the studios of CJRN Niagara Falls and will consist of weather, traffic, parking and bridge conditions, together with information relating to events of interest to tourists. The information will be repeated several times each hour, and updated regularly. It is further noted that no commercial messages will be broadcast.

The Department of Industry Science and Technology (DIST) has advised the Commission that this application is conditionally technically acceptable, and that a Broadcasting Certificate will only be issued once it has been determined that the proposed technical parameters will not create any unacceptable interference with aeronautical NAV/COM services.
|
In accordance with subsection 22(1) of the Broadcasting Act, the Commission will only issue the licence, and the authority granted herein may only be implemented, at such time as written notification is received from the DIST that its technical requirements have been met, and that a Broadcasting Certificate will be issued.

The Commission acknowledges the intervention submitted with respect to this application as well as the applicant's reply thereto.
