Telecom Order CRTC 94-60
IN THE MATTER OF the Phase III Manual update report of BC TEL dated 29 October 1993.
WHEREAS, pursuant to Proposed Revisions to the Phase III Manual Update Procedure, Telecom Letter Decision CRTC 89-26, 1 December 1989 (Letter Decision 89-26), BC TEL filed a Phase III Manual update report on 29 October 1993;
WHEREAS, in its update report, the company proposed to change certain cost models in its Phase III Central Office Switching Investment Study (BSCC 73.005) in accordance with the revised Stentor Administrative Practice (SCNM 73.005) COE Switching Investment Study filed by Bell Canada (Bell) with the Commission on 15 November 1993 on behalf of Stentor members;
WHEREAS the Commission considers that the proposed changes to BSCC 73.005 do not represent major changes in methodology;
WHEREAS, based on the costing issues which arose during the Regulatory Framework proceeding announced in Telecom Public Notice CRTC 92-78, the Commission considers that interim approval is appropriate until any related issues arising from this proceeding have been addressed;
WHEREAS, in its update report, the company proposes to classify General Tariff Item 446, Megaplan Service Extension Access Service to the Access, CN and CT(MD) categories;
WHEREAS the Commission considers it more appropriate to classify Megaplan Service Extension Access Service to the CN and CT(MD) categories only, since access to this service is provided via General Tariff Item 447, Digital Network Access service;
WHEREAS, in its update report, the company proposes to transfer Account 6222 (Stentor Canadian Network Management Advertising) from BSCC 75.080 (Marketing Expense Study) to BSCC 75.014 (Stentor Administration Expense Study);
WHEREAS the Commission finds this proposal acceptable as long as BSCC 75.014 is amended to reflect the transfer;
WHEREAS, other than as noted above, the Commission finds acceptable the Phase III Manual updates filed by the company on 29 October 1993; and
WHEREAS, pursuant to Letter Decision 89-26, BC TEL must file amended pages to its Phase III Manual by 30 June of each year -
IT IS HEREBY ORDERED THAT:
1. Subject to paragraphs 2, 3 and 4 below, the proposed Phase III Manual updates filed on 29 October 1993 are approved.
2. BC TEL's proposal to change certain cost models in its Phase III Central Office Switching Investment Study (BSCC 73.005) is granted interim approval.
3. BC TEL is to classify General Tariff Item 1005-446, Megaplan Service Extension Access Service to the CN and CT(MD) categories.
4. BC TEL is to amend BSCC 75.014 to reflect the proposed transfer of Account 6222 from BSCC 75.080.
5. The amended pages to the Phase III Manual, to be filed by 30 June 1994, are to include all updates approved in this Order that are relevant to the production of the 1993 Phase III results to be submitted by 30 September 1994.
6. Copies of the amended pages to the Phase III Manual are to be served on all Phase III interested parties by 30 June 1994.
