On 30 May 1994, AGT Limited, BC TEL, Bell Canada, The Island Telephone Company Limited, Maritime Tel and Tel Limited, The New Brunswick Telephone Company Limited and Newfoundland Telephone Company Limited (the telephone companies) filed, pursuant to Telecom Order CRTC 94-302, 29 March 1994 (Order 94-302), proposed tariff revisions providing for, among other things, the introduction of 800 Carrier Access Multi-carrier Selection Capability (MCSC).

The telephone companies stated that the proposed tariffs are based on the call-routing criteria identified by the Commission in Order 94-302, as follows: (1) originating Numbering Plan Area (NPA), (2) originating NPA-NNX, (3) originating telephone number, (4) time-of-day; (5) day-of-week, (6) specific date, and (7) a percentage of a subscriber's eligible calling. The telephone companies also indicated that they had developed an alternative version of MCSC, without the originating telephone number option, that could be implemented more quickly and at less cost. The telephone companies stated that Stentor Resource Centre Inc. (Stentor) would file a resource cost study on their behalf, supporting the alternative approach.

On 17 June 1994, Stentor filed the alternative proposal for providing MCSC, along with a supporting resource cost study, on behalf of the telephone companies.
|
The Commission invites comment on the applications and on the alternative proposal filed by Stentor. The telephone companies and Stentor submitted that the review of the various filings would be facilitated if interested parties, where practicable, would address their comments to Stentor, rather than to each of its member telephone companies. The Commission agrees, and directs interested parties to address any interrogatories or comments to Stentor, except where they pertain exclusively to a particular telephone company.

3. Persons wishing to participate in this proceeding must notify the Commission of their intention to do so by writing to the Commission at the address noted above by 25 August 1994. The Commission will issue a complete list of parties and their mailing addresses.

4. Parties may address interrogatories to Stentor and, where necessary, to the telephone companies. Any such interrogatories are to be filed with the Commission and served on the party or parties in question by 25 August 1994.
|
5. Interrogatory responses are to be filed with the Commission and served on all parties by 15 September 1994.
|
6. Requests by parties for further responses to their interrogatories, specifying in each case why a further response is both relevant and necessary, and requests for public disclosure of information for which confidentiality has been claimed, setting out the reasons for disclosure, must be filed with the Commission and served on the party or parties in question by 22 September 1994.
|
7. Written responses to requests for further responses and for public disclosure must be filed with the Commission and served on the party making the request by 29 September 1994.
|
8. The Commission will issue a determination with respect to requests for further responses and for disclosure as soon as possible. The Commission intends to direct that any information to be provided pursuant to that determination be filed with the Commission and served on all parties by 10 October 1994.

9. Parties may file comments with the Commission, serving copies on all other parties, by 19 October 1994.

10. Parties may file reply comments with the Commission, serving copies on all other parties, by 31 October 1994.
|
11. Where a document is to be filed or served by a specific date, the document must be actually received, not merely mailed, by that date.
|
In light of the comment period specified in this Public Notice, the Commission expects to issue a ruling with respect to the subject applications in the fourth quarter of 1994.
