IN THE MATTER OF an application by Northwestel Inc. (Northwestel) under Tariff Notice 505 dated 15 November 1994, for approval of revisions to its Voice Messaging Service.

WHEREAS the proposed revisions for underlying services are being made as a result of the Commission's letter dated 30 June 1993;
|
WHEREAS Northwestel also proposes the expansion of Voice Messaging Service to customers in Yellowknife (customers on GTD-5 switch only), Hay River, Inuvik and Iqaluit, Northwest Territories and in Nelson, British Columbia;
|
WHEREAS, currently, there are no approved tariffs for underlying services and, therefore, potential competitors are unable to offer voice mail service in the Northwestel territory;
|
WHEREAS, given the presence of Northwestel's Voice Messaging Service, the Commission is of the view that conditions should be changed as soon as possible to permit other voice mail providers to offer competitive services;
|
WHEREAS the Commission has concerns related to the economic information filed in support of the company's Voice Messaging Service;
|
WHEREAS the Commission therefore considers that granting interim approval to the tariff revisions related to underlying services would serve the purpose of permitting competitive entry by making these underlying services available; and
|
WHEREAS the Commission intends to issue a public notice calling for comments on the application and to obtain further information from Northwestel regarding economic data filed with Tariff Notice 505 -

IT IS HEREBY ORDERED THAT:

The portion of the proposed tariff revisions set out in Item 1204, Integrated Voice Messaging Access, is granted interim approval.
