The Commission will hold a public hearing commencing on 25 April 1994, at the Conference Centre, Phase 4, 140 Promenade du Portage, Hull, Quebec, to consider the following:

Application (931952600) by CANADIAN INTERFAITH NETWORK/LE RÉSEAU INTER-RELIGIEUX CANADIEN to renew the broadcasting licence to carry on an English-language programmming undertaking (specialty service) to provide an interfaith religious service "Vision TV" expiring 31 August 1994.
|
The applicant proposes to amend its conditions of licence as follows:
|
- to increase the wholesale fee from $0.08 per month to a maximum of $0.10;
|
- to spend yearly a minimum of 36.3% of gross revenues on Canadian programming as opposed to the 44% level in the last year of the present term. In dollar terms this change represents a potential increase in annual Canadian program expenditures from $2.9 million (last year of current licence term) to $4.2 million (first year of proposed licence term); and;
|
- to allow the hourly use of two minutes of Canadian program promotion that would not be included as part of the allowed advertising time.
|
- to delete condition 10(c) regarding types of advertising material.
|
- to delete condition 17(b) re: logging of solicitation of funds, give-away and merchandising segments.
|
In addition, without restricting the scope of the matters to be addressed, the Commission will wish to discuss the nature of the service and as well as issues arising from the apparent non-compliance by the licensee of its conditions of licence relating to expenditures on Canadian programming, advertising material and solicitation of funds.

Application (931949200) by CHUM LIMITED to renew the broadcasting licence to carry on an English-language programming undertaking (specialty service - "MuchMusic"), expiring on 31 August 1994.

The applicant proposes to modify its condition of licence relating to the nature of the service from one which is restricted to music-related programming to one which would feature music and entertainment-related programming as well as related lifestyle shows of interest primarily to teens and young adults. The programming shall include among other things, specials, dramatic series, movies, news and information and shall not be directed primarily at children and seniors. In addition, the applicant proposes to delete the maximum number of hours per week which can be devoted to feature films as well as the minimum music to spoken word ratio permitted for such films.

The applicant proposes to delele its condition of licence requiring the 5% minimum weekly proportion for French-language videos.
|
As a result of correspondence exchanged with the Commission, the applicant proposes the following changes to its conditions of licence:
|
1. to include in the nature of the service a minimum of 55% of the programming week to be devoted to the exhibition of programming featuring music videos; and
|
2. to modify its existing condition relating to French-language videos as to provide an average minimum of 3.5 French-language videos or artist performance during each broadcast of "French Kiss".
|
