The Commission will hold a public hearing commencing on 3 October 1994, at the Hotel Plaza II, 90 Bloor Street East, Toronto, Ontario, to consider the following:
|
1.ACROSS CANADA
|
Applications (940475700, 940098700, 940092000, 940975600) by CANADIAN SATELLITE COMMUNICATIONS INC. (CANCOM):
|
a) to renew the licence to operate a multiple channel television and radio broadcasting distribution undertaking to distribute via satellite, to affiliated broadcasting undertakings, signals as authorized. The current licence expires 31 August 1995.
|
The applicant proposes to amend its conditions of licence so that:
|
- The maximum fee of $6.65 for CANCOM's current eight television signals will be reduced to $5.95; and
|
- CANCOM is obligated to offer its services to exempt DTH undertakings for delivery to DTH subscribers only.
|
b) to amend the broadcasting licence by adding KCTS-TV (PBS), KING-TV (NBC), KOMO-TV (ABC) and KIRO-TV (CBS) Seattle, Washington to the list of signals that it is authorized to distribute; and
|
c) to amend the broadcasting licence by adding KARE-TV (NBC), WCCO-TV (CBS) Minneapolis, Minnesota to the list of signals that it is authorized to distribute.
|
d) to remove the restriction on the list of "Part II Eligible Satellite Services" and "Part III Eligible Canadian Satellite Services" that licensees may distribute only one signal of each U.S. Network.
|
The Commission intends to examine, amongst other things, the continuing need for section 23 of the Cable Television Regulations, 1986.

ISSUES OF INTEREST AND CONCERN
|
At this public hearing the Commission will review the performance of each licensee with particular attention to the commitments, concerns, expectations and conditions of licence in their past renewal decision and the policies of the Commission.
|
The Commission will also review each licensee's plans for the new licence term beginning 1 September 1995 with particular attention to the proposed contribution to the market served and to the Canadian broadcasting system. The issues the Commission intends to address include, but are not limited to, the following:
|
i) The means by which the licensee proposes to reflect the needs and concerns of the community they serve through both news and non-news programming, including initiatives to ensure an accurate reflection of ethnic, cultural and linguistic minorities within the community served.
|
ii) Evaluation of Canadian programming development incentives, particularly the success to date, and therefore the continued applicability, of the current Canadian programming expenditure formula as it pertains to the quality of Canadian programming being acquired and produced relative to the sums of money generated and invested through the formula.
|
iii) The licensee's plans for the development and broadcasting of attractive Canadian entertainment programs, with particular attention to drama, documentary and children's programs.
|
iv) The licensee's proposed expenditures on Canadian programs and, in particular, its proposed expenditures on Canadian entertainment programs (Categories 7,8 & 9) and Canadian programs directed to children (ages 2 - 11).
|
v) The financial forecast of each licensee for the new licence term with particular attention to the market's advertising potential as well as trends in the growth of programming and other expenses.
|
vi) The policies of each station with respect to employment equity, sex-role portrayal, violence on television and advertising directed to children, as well as other societal concerns such as the needs of the hearing impaired.
|
2.BARRIE, PARRY SOUND AND HUNTSVILLE, Ontario

At the 20 June 1994 Public Hearing in Hull, Quebec, the Commission considered applications by CKVR Television to delete the condition of licence requiring the station to operate as an affiliate of the CBC English-language television network, and to discontinue the operation of the CKVR-TV-2 Huntsville transmitter. A decision is pending.

c) on behalf of the licensees of the Atlantic cable distribution undertakings listed below to change the authorized distribution by adding WVII-TV (ABC), WABI-TV (CBS), WLBZ-TV (NBC) Bangor and WMED-TV (PBS) Calais, Maine, received by satellite from the Chamcook Network. Should these applications be approved, the licensees would delete the current U.S. CANCOM services and may drop some or all of the Canadian CANCOM services that they presently carry; and

IN ORDER TO BE CONSIDERED BY THE COMMISSION AND PLACED ON THE PUBLIC FILE,

- your intervention should clearly identify the application and indicate whether you support or oppose the application, or if you propose changes to it, with facts and grounds therefor. In the event that the application is brought to the oral phase of the hearing it would be helpful to the Commission if you provide reasons why your written comments are not sufficient and an appearance is necessary;
|
a true copy MUST be sent to the applicant and a proof of such sending must accompany the original sent to the Commission;
|
- the intervention must be received by the CRTC and by the applicant ON OR BEFORE the deadline date indicated below. The Commission cannot be held responsible for postal delays;
