Music format change - Denied
At a Public Hearing in Saskatoon beginning on 6 June 1994, the Commission considered an application by High-Line Broadcasting Inc. (High-Line), to amend the broadcasting licence for CHSN-FM Saskatoon by changing the authorized music format from Group I - Pop, Rock and Dance to Group II - Country.
At the same hearing, the Commission considered applications by two Saskatchewan numbered companies directly or indirectly owned and controlled by Clint Forster (owner of AM radio station CJWW Saskatoon), to acquire the assets of CFQC Saskatoon, and for a new FM licence in the Group II - Country format, to replace the existing AM station CJWW.
In Decision CRTC 94-694 published today, the Commission has approved the applications by those numbered companies. The High-Line application, if also approved, would have diminished the overall diversity of radio services in the market by placing two FM Country stations in Saskatoon. Although mindful of the difficult financial circumstances of CHSN-FM, the Commission considered the two proposals to be mutually exclusive, and the High-Line application is accordingly denied.
The Commission notes the interventions submitted both in support and in opposition to this application.
