Decision

Ottawa, 4 August 1994
Decision CRTC 94-486
Arctic Radio (1982) Limited
Flin Flon, The Pas and Thompson, Manitoba - 931082200 - 931135800 - 931083000
Licence renewal for CFAR, CJAR and CHTM
Pursuant to Public Notice CRTC 1994-38 dated 30 March 1994, the Commission renews the broadcasting licences for CFAR Flin Flon, CJAR The Pas and CHTM Thompson, from 1 September 1994 to 31 August 1997, subject to the conditions in effect under the current licences, as well as to those conditions specified in this decision and in the licences to be issued. This term will enable the Commission to consider the renewal of the above-noted licences at the same time as that of other radio stations in the area.
The Commission notes that CFAR and CJAR have increased their weekly commitment to broadcast Cree-language programming from 2 hours to 3 hours 30 minutes and that CHTM has increased its commitment from 7 hours 30 minutes to 8 hours. It will, however, remain a condition of licence for CFAR and CJAR that the licensee broadcast two hours per week of Cree-language programming during the new licence term.
The Commission reaffirms the particular importance it attaches to the development of Canadian talent and notes the licensee's commitment to contribute $1,000 annually for each of the above-noted stations. It encourages the licensee, during the new licence term, to continue its efforts towards the support, development and on-air exposure of local and regional talent.
In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled "Implementation of an Employment Equity Policy", the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. It encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.
