New television programming undertaking
Following a Public Hearing in Fredericton beginning on 7 December 1993, the Commission approves the application for a broadcasting licence for an English-language television programming undertaking at Tracadie, on channel 18 with a transmitter power of 20 watts, to broadcast community programming in encrypted mode.
The Department of Communications has advised that the locally-produced community programming will be distributed on channel 18 rather than on channel 19, as had been indicated in CRTC Notice of Public Hearing 1993-9 dated 7 October 1993.
The Commission will issue a licence expiring 31 August 1995, subject to the conditions specified in this decision and in the licence to be issued. This term will enable the Commission to consider the renewal of this licence at the same time as that of the licence issued to Rural STV 1 Limited for the radiocommunication distribution undertaking serving Tracadie.
The Commission relieves the applicant, by condition of licence, of the requirements of section 10 of the Television Broadcasting Regulations, 1987 with regard to the retention of program logs or records. As noted above, the applicant is the licensee of a radiocommunication distribution undertaking at Tracadie which uses low-power television transmitters to distribute encrypted television signals received via satellite. Issuance of the separate licence approved herein is necessary since the programming to be broadcast on the proposed undertaking will be produced by the licensee.
It is also a condition of licence that construction of this undertaking be completed and that it be in operation within twelve months of the date of this decision or, where the applicant applies to the Commission within this period and satisfies the Commission that it cannot complete implementation before the expiry of this period and that an extension is in the public interest, within such further period of time as is approved in writing by the Commission.
In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled "Implementation of an Employment Equity Policy", the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. It encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.
