Decision

Ottawa, 18 February 1993
Decision CRTC 93-74
Radiomutuel Inc.
Rouyn-Noranda and Val d'Or, Quebec - 921367900 - 921368700
Following a Public Hearing in the National Capital Region held on 19 January 1993, the Commission approves the applications for authority to acquire the assets of CJMM-FM Rouyn-Noranda and its transmitter CJMM-FM-1 La Sarre as well as of CJMV-FM Val d'Or from Communications Cuivor Inc., and for broadcasting licences to continue the operation of these undertakings.
Upon surrender of the current licences, the Commission will issue licences to Radiomutuel Inc., expiring 31 August 1997, the actual expiry date of these licences. The licences will be subject to the same conditions as those specified in the current licences as well as to any other condition specified in this decision and in the licences to be issued.
In approving these applications, the Commission has taken into account the fact that Communications Cuivor Inc. is a wholly-owned subsidiary of Radiomutuel Inc. and that the transaction thus represents an inter corporate reorganization without any change occurring in the control, programming or management of the licensee.
In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled "Implementation of an Employment Equity Policy", the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. The Commission encourages the applicant to promote equitable representation in on-air staff positions and in voice-overs of station-produced commercial messages. The Commission will review these matters at the time of licence renewal.
It is a condition of each licence that the licensee adhere to the guidelines on gender portrayal set out in the Canadian Association of Broadcasters' (CAB) Sex-Role Portrayal Code for Television and Radio Programming, as amended from time to time and approved by the Commission.
It is also a condition of each licence that the licensee adhere to the provisions of the CAB's Broadcast Code for Advertising to Children, as amended from time to time and approved by the Commission.
