Pursuant to Public Notice CRTC 1993-17 dated 8 March 1993, the Commission renews the licence for campus community radio programming undertaking CHSR-FM Fredericton, from 1 September 1993 to 31 August 2000, subject to the conditions specified in this decision and in the licence to be issued.
CHSR-FM is the radio station of the University of New Brunswick. In keeping with its mandate as a campus community station, CHSR-FM offers a blend of programming representing the varied political, artistic and cultural interests of the university and the local community, and provides media access to groups and individuals which are under-represented by conventional radio stations. The station will broadcast 12 hours and 15 minutes of ethnic programming each week. The Commission notes that 55% of the broadcast week will be devoted to specialized block programs that showcase particular types of music or programs targeted to identifiable groups within the community.
It is a condition of licence that the licensee retain full control over all decisions concerning the management and programming of this station and that the majority of directors be students. In addition, the Commission reminds the licensee that, in accordance with the requirements of the Direction to the CRTC (Ineligibility to Hold Broadcasting Licences) (the Direction), the chairman or other presiding officer and each of the directors or other similar officers of the licensee must be Canadian citizens. The Commission is satisfied that all of the criteria set out in section 4 of the Direction have been met.
In accordance with Public Notice CRTC 1993-38 dated 19 April 1993 entitled "Policies for Local Programming on Commercial Radio Stations and Advertising on Campus Stations", the Commission authorizes the licensee, by condition of licence, to broadcast up to 504 minutes of advertising per broadcast week, with a maximum of 4 minutes in any one hour.
Of the total of 504 minutes, a maximum of 126 minutes of conventional advertising may be broadcast each broadcast week. The remainder of advertising broadcast must conform to the following definition:
 The Commission will permit simple statements of sponsorship that identify the sponsors of a program or of the station. Such statements may incorporate the names of the sponsor, the business address, hours of business and a brief general description of the types of services or products that the sponsor provides, including the price, name and brand name of the product. Such statements must not contain references to convenience, durability or desirability or contain other comparitive or competitive reference.
The Commission reaffirms the particular importance it attaches to the development of Canadian talent. Among other initiatives, Commission notes CHSR-FM's commitments to promote new local and Canadian artists through its policy of broadcasting a minimum of one musical selection each hour from independent cassette releases from little-known artists submitted to the station. In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled "Implementation of an Employment Equity Policy", the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. It considers that community radio stations should be particularly sensitive to this issue in order to reflect fully the communities they serve. It encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.
