REVISIONS TO 900 SERVICE AND INTRODUCTION OF PREMISES-BASED 900 SERVICE

The Commission has received applications from AGT Limited (AGT), Bell Canada (Bell), British Columbia Telephone Company (B.C. Tel), The Island Telephone Company Limited (Island Tel), Maritime Telegraph and Telephone Company Limited (MT&T), The New Brunswick Telephone Company Limited (NBTel) and Newfoundland Telephone Company Limited (Newfoundland Tel) for approval of tariff revisions related to 900 Service.
In their applications, the companies propose the introduction of Premises-based 900 Service, which would allow for the termination of 900 Service calls on equipment located on the service provider's premises, as well as revisions to existing 900 Service, which would be termed Network-based 900 Service. In addition, the companies propose modifying their caller charges for Call Count and Information Arrangements to make them network usage charges payable by the service provider. The companies state that this change has been made to reflect a revised billing arrangement and to ensure consistent customer treatment between the Network-based arrangement and the new Premises-based arrangement.
With its filing, Bell has included a copy of a revised 900 Service Accounts Receivable Management (ARM) Agreement. Bell states that the Agreement outlines the terms and conditions under which Stentor members will agree to purchase the accounts receivable for a service provider's 900 Service program. Bell also states that Stentor members would not purchase accounts receivable for certain programs.
