BELL CANADA AND BRITISH COLUMBIA TELEPHONE COMPANY - OFFICIAL TELEPHONE SERVICE
Background
In Unitel Communications Inc. v. Bell Canada and British Columbia Telephone Company - Official Telephone Service and Phase III Competitive Network Category Results, Telecom Decision CRTC 91-18, 28 November 1991, the Commission announced its intention to conduct a review in order to obtain and assess information related to the provisioning and use of Official Telephone Service (OTS) by Bell Canada (Bell) and British Columbia Telephone Company (B.C. Tel). Following that review, the Commission issued Bell Canada and British Columbia Telephone Company - Official Telephone Service, Telecom Decision CRTC 92-16, 18 September 1992 (Decision 92-16), accepting the report of the review team, which was appended to the Decision, and dealing with certain OTS-related matters that had been deferred pending completion of the review.
In Decision 92-16, the Commission also directed Bell and B.C. Tel to file, by 31 January 1993, status reports and updates to their OTS Adjustment Studies. The Commission stated that, following consideration of that documentation, it would establish a process for interested parties to comment on (1) OTS classification criteria, and (2) proposed modifications to the OTS Adjustment Study procedures.
Bell and B.C. Tel filed the required documentation on 29 January 1993. Consistent with its announced intention, the Commission invites comment on the following:
(1) those modifications proposed by Bell and B.C. Tel to the telecommunications services to be included in OTS that constitute changes to the basic definitions in Bell Canada and British Columbia Telephone Company - Phase III Manuals: Compliance with Telecom Public Notice CRTC 1986-54 and Telecom Order CRTC 86-516, 6 July 1988, Telecom Decision CRTC 88-7;
(2) modifications proposed by Bell and B.C. Tel to the methods of calculating OTS-provided costs for the Access and Monopoly Local categories, taking into account B.C. Tel's proposal of 28 March 1991, which was deferred for further assessment in Telecom Order 91-685, 22 May 1991; and
(3) B.C. Tel's proposal to use adjusted Telephone Operations salary and wages ratios to develop the Broad Service Category ratios for assigning OTS-consumed costs, since, in B.C. Tel's submission, the former ratios exclude operators and outside occupational personnel (who use telecommunications services for administration very infrequently).

2. Persons wishing to participate in this proceeding (interveners) are to file a notice of intention to participate with the Commission, serving copies on Bell and B.C. Tel, by 8 April 1993.
3. By 19 April 1993, Bell and B.C. Tel are to serve on interveners copies of their proposed OTS classification criteria and their proposed modifications to the OTS Adjustment Study.
4. The Commission has addressed interrogatories to Bell and B.C. Tel. The companies have been directed to file their responses with the Commission, serving copies on each other and on interveners, by 19 April 1993.
5. Interveners may file comments with the Commission, serving copies on the companies, by 3 May 1993.
6. The companies may file replies to any comments, serving copies on each other and on interveners, by 17 May 1993.
7. Where a document is to be filed or served by a specific date, the document must be actually received, not merely mailed, by that date.
