RESTRUCTURING OF OVERSEAS MESSAGE TOLL SERVICE AND RELATED INTERCONNECTION AGREEMENT

The Commission has received applications from AGT Limited, Bell Canada (Bell), British Columbia Telephone Company (B.C. Tel), The Island Telephone Company Limited, Maritime Telegraph and Telephone Company, The New Brunswick Telephone Company Limited, Newfoundland Telephone Company Limited (the Stentor companies), Northwestel Inc. (Northwestel) and Teleglobe Canada Inc. (Teleglobe) for approval of tariff revisions related to the restructuring of overseas message toll service.
In Tariff Notice 233, Teleglobe proposes to introduce International Globeaccess Service (Globeaccess), which would replace its existing International Telephone Service and International 800 Service. Globeaccess would be available at Teleglobe's international gateways and would allow domestic service providers to interconnect with Teleglobe's international network for the purpose of providing outgoing direct-dial telephone service. End-user pricing and packaging of services would be the responsibility of the domestic service providers.
Globeaccess customers would be required to commit to a minimum usage of 2 million minutes per year under a two-year contract. The proposed rates would include monthly recurring charges, a charge of $0.30 per call and a usage-sensitive rate billed in six-second increments. Teleglobe proposes lower rates (equivalent to a discount of about 1.5%) for those domestic service providers committing to 5 million minutes per year. Customers committing to either a five-year or ten-year contract would receive additional discounts. Customers would also be eligible for a further 1.0% diversity discount should they interconnect to Teleglobe's network at gateways in all three regions where the service is provided.
Teleglobe also proposes amendments to its current interconnection agreement with the Stentor companies. The amended agreement would require the Stentor companies to route all of their outbound traffic over Teleglobe's network for a period of ten years and would replace the current outbound settlement rates with the Globeaccess tariff. The amended agreement also deals with a number of other matters, including reductions in the settlement rates paid by Teleglobe to Stentor companies for the delivery of inbound traffic, the allocation of inbound traffic among domestic service providers, Teleglobe's participation in the domestic and cross-border markets and in the marketing to end-users of international services, and in pricing by all parties.
In Tariff Notice 4599, Bell proposes to introduce end-user rates for Overseas Message Toll Service and 800 Service-Overseas, coincident with Teleglobe's withdrawal of comparable services. The proposed rates are the same as those currently in place for International Telephone Service and International 800 Service. In Tariff Notice 4614, Bell proposes reductions in the rates proposed in Tariff Notice 4599 for calls to the United Kingdom and Hong Kong. The other Stentor companies and Northwestel propose in their Tariff Notices to refer to Bell's tariffs for these services, rather than explicitly setting out rates in their own tariffs.
In Tariff Notice 2766, B.C. Tel proposes reductions in rates for Between Friends Overseas Service for calls to the United Kingdom and Hong Kong.
In support of their applications, Bell, B.C. Tel and Teleglobe have submitted information for which they have claimed confidentiality. Abridged versions of this information have been provided for the public record.
