Addition of a transmitter denied
Pursuant to Public Notice CRTC 1993-135 dated 1 October 1993, the Commission denies the application to amend the broadcasting licence for the radio programming undertaking CIEU-FM Carleton (the originating station), by adding a transmitter at Gascons, operating on frequency 99.5 MHz with an effective radiated power of 852 watts.
The licensee proposed the addition of a transmitter in order to improve signal coverage within Bonaventure County, CIEU-FM's licensed area, particularly in the area located between New Carlisle and Gascons.
The Commission notes that the technical parameters of the transmitter would have extended coverage eastward into the area served by CHNC New Carlisle. Given the current economic circumstances in the Bonaventure radio market, in particular the poor financial performance of CHNC during the past year, the Commission is concerned that approval of this application could result in an unacceptable erosion of that station's audience and revenues. The Commission has determined that these concerns outweigh those of the licensee regarding its ability to reach all listeners within CIEU-FM's market. Although the Commission has denied the proposed amendment, it notes the licensee's desire to improve the quality of the service it provides to its listeners and invites it to consider other technical solutions that would take into account the Commission's concerns.
The Commission acknowledges the opposing interventions filed by the employees of Radio CHNC Ltée and by Radio CHNC Ltée, as well as the licensee's reply thereto.
