Licensing of a new television programming undertaking to broadcast community programming at Hay River.
Following a Public Hearing commencing 6 July 1993 in the National Capital Region, the Commission approves the application by Hay River Community Service Society for a broadcasting licence to carry on an English-language television programming undertaking at Hay River, operating on channel 5 with a transmitter power of 10 watts, to broadcast locally-produced programming in non-encrypted mode.
The licence will expire 31 August 1997, and will be subject to the conditions of licence specified in this decision and in the licence to be issued. This term will enable the Commission to consider renewal of the licence at the same time as that of the licence issued to Hay River Community Service Society for the radiocommunication distribution undertaking serving this community.
The Commission also approves the applicant's request to be relieved, by condition of licence, of the requirements of section 4 of the Television Broadcasting Regulations, 1987 with regard to Canadian programs; of section 10 with regard to the retention of program logs or records; and of section 11 with regard to advertising material. As noted above, the applicant is the licensee of a community-funded radiocommunication distribution undertaking at Hay River which uses low-power television transmitters to distribute non-encrypted television signals received via satellite. Issuance of the separate licence approved herein is necessary, since the programming to be broadcast on the proposed undertaking will be produced by the licensee. This programming will consist primarily of community announcements, will be without commercial advertising, and will be broadcast throughout the day using an alpha-numeric character generator. A weekly television bingo program sponsored by a local service club is also proposed.
