RADIO LICENCE AMENDMENTS

Various locations across Canada

In Public Notice CRTC 1993-38 dated 19 April 1993, and entitled "Policies for Local Programming on Commercial Radio Stations and Advertising on Campus Stations", the Commission announced that it would be prepared to consider applications from commercial FM stations to amend their Promises of Performance in order to delete their commitments to minimum levels of news and spoken word programming and maximum amounts of advertising.

In Public Notice CRTC 1993-86 dated 15 June 1993, the Commission announced applications submitted in response to Public Notice CRTC 1993-38. With the exception of the applications noted below, the Commission approves the applications listed in the appendix to this decision by deleting the conditions of licence related to the requirements in question.

The Commission approves in part the applications to amend the licences of radio programming undertakings CIMX-FM and CKLW-FM Windsor. Specifically, the Commission approves the applications to amend the licences of the above-noted stations by deleting their commitments to maximum amounts of advertising. However, the Commission denies that part of the applications concerning the deletion of the commitments to minimum levels of news and spoken word programming.

The Commission considers the radio market in Windsor to be unique in that one licensee operates all four local commercial radio stations. The Commission is of the view that stations operating in such a broadcasting environment must reflect a firm Canadian orientation in news and spoken word programming.

The Commission acknowledges the intervention submitted by the Fédération Nationale des Communications with respect to the applications by Telemedia Communications Inc. for radio stations CIMF-FM Hull, CITE-FM Montréal, CITF-FM Quebec City, CITE-FM-1 and CITE-FM-2 Sherbrooke and CHEY-FM Trois-Rivières; Radiomutuel Inc. for radio stations CKTF-FM Gatineau, CIMO-FM Magog, CKMF-FM Montréal, CHIK-FM Quebec City, CJMM-FM Rouyn-Noranda, CIGB-FM Trois-Rivières and CJMV-FM Val-d'Or; CFIX-FM 97 Inc. for CFIX-FM Chicoutimi; CJAB-FM Inc. for CJAB-FM Chicoutimi; Standard Radio Inc. for CJMF-FM Montréal; Les Communications Mont-Royal Inc. for CFQR-FM Montréal; and CHUM Limited for CHOM-FM Montréal.

In each case, the Commission is satisfied with the licensee's reply to the concerns raised. The Commission notes, however, that Standard Radio Inc. did not reply to the intervention.

The Commission acknowledges the opposing intervention submitted by the City of Lévis with respect to the application by Les Entreprises Radio Etchemin Inc. for CFLS-FM Lévis. The Commission also acknowledges the licensee's response to the intervention. It reminds the licensee, however, that it is expected to devote the necessary resources to its news programming in order to ensure that it provides listeners a professional local news service.
