Amendment of licence for CKUM-FM
Following a Public Hearing in Moncton beginning on 17 February 1993, the Commission approves the application to amend the licence for CKUM-FM Moncton by deleting the word "restricted" from its current condition of licence regarding advertising. Accordingly, the condition of licence will now read:
 The Commission authorizes the licensee, by condition of licence, to broadcast a maximum of 4 minutes per hour of advertising.
In Public Notice CRTC 1992-38 dated 29 May 1992 entitled "Policies for Community and Campus Radio", the Commission outlined its policy with respect to advertising on campus stations and indicated that it would consider additional advertising flexibility on a case-by-case basis in exceptional circumstances.
The Commission notes the applicant's statement that the carriage of unrestricted advertising will generate additional revenues which will enable CKUM-FM to provide better service to the francophone population of the Moncton/Shediac region.
Maritime Broadcasting System, licensee of CKCW and CFQM-FM Moncton, Atlantic Stereo Ltd., licensee of CJMO-FM Moncton, and the Canadian Association of Broadcasters filed opposing interventions expressing concern that the approval of this application would result in erosion of the advertising revenues available to private radio stations operating in the area, and would consequently lower the quality of their service. The Commission has noted the applicant's response to these interventions. Further, based upon the evidence available to it, the Commission is satisfied that approval of this application will have no undue impact on other radio stations operating in the area.
The Commission acknowledges the intervention submitted by l'Association des radios communautaires acadiennes du Nouveau-Brunswick in support of this application.
