a) to amend the broadcasting licence to carry on the (television) programming undertaking for CHSJ-TV Saint John, New Brunswick, the originating station, as follows:
|

(i) by adding a transmitter at Buctouche, to rebroadcast the programs of CHSJ-TV via CHMT-TV Moncton on channel 49 with an effective radiated power of 19,900 watts, subject to the Commission's approval of the channel changes proposed below for CHMT-TV and CIHF-TV-3 Moncton; and
|
|
(ii) by changing the transmitting channel of CHMT-TV Moncton, from 7 to 27.
|
|
The licensee states that another result of the proposed change would be that a relatively small area in Kent County would be deprived of the CHSJ-TV service (CBC English-language). The proposed new transmitter at Buctouche should correct the situation.
|
|
b) to amend the broadcasting licence to carry on the (television) programming undertaking for CIHF-TV-2 Saint John, the originating station, by changing the transmitting channel of CIHF-TV-3 Moncton, from 27 to 7.
|
|
The licensee states in the application that the utilization of channel 7 in Moncton (CIHF-TV) would expand the coverage in various parts of Kent, Saint John, Queens and Kings counties. As a result of this proposed amendment, the CIHF-TV signal would also be available off-air to a major portion of Prince Edward Island. The licensee believes that it would be effectively available throughout the island.
|

The Commission hereby advises that the above-mentioned applications which were published in Public Notice 1992-41 dated 8 June 1992 are now scheduled at this Public Hearing. The interventions received, accepted and filed on the public file for this Public Notice will be considered by the Commission in its study of these applications.

It is a condition of licence that the applicant broadcast no more than 6 minutes of advertising in every hour of broadcast, and that it broadcast no more than an average of 4 minutes of advertising per hour of broadcast up to a total of 504 minutes of advertising per week.
|
This amendment is in accordance with the Community Radio Policy concerning type B stations, as indicated in Public Notice CRTC 1992-38 dated 29 May 1992.
|
|
c) the applicant proposes to maintain the program source for programs to be received part-time from the studios located at Edmundston, part-time from CFAI-FM-1 Grand-Sault and part-time from CFAI-FM-2 Kedgwick/Saint-Quentin.
|
|
The Commission notes the licensee's apparent non-compliance with subsection 8(6) of the Radio Regulations, 1986 concerning its inability to provide logger tapes, and its apparent non-compliance concerning the broadcast of Category 3 music (Traditional and Special Interest Music).
