Application (920584000) by TELEMEDIA COMMUNICATIONS ONTARIO INC., 40 Holly Street, Toronto, Ontario, M4S 3C3, to amend the Promise of Performance for CHAS-FM Sault Ste. Marie as follows:

- by reducing the amount of news to be broadcast weekly from 7 hours 45 minutes to 3 hours;
|
|
- by reducing the size of the weekly music list from a minimum of 850 selections to a minimum of 700 selections;
|
|
- by increasing the maximum repeat factor from 18 to 24;
|
|
- by increasing the broadcasting of hits from less than 50% to 85% of all musical selections; and
|
|
- by reducing the amount of Spoken Word material from 15% to 10% of all programming during each broadcast week.
|
|
The proposals regarding the size of the music list, the maximum repeat factor, and the broadcasting of hits entail exemptions to the FM Policy which requires a weekly music list of at least 850 distinct selections, a maximum repeat factor of 18, and less than 50% hits.
|
|
Section 13 of the Radio Regulations, 1986 requires at least 15% Spoken Word, except as otherwise provided pursuant to a condition of licence.
|
The applicant is applying for flexibility pursuant to the guidelines for stations located in small and border markets. Public Notice 1992-3 says that the Commission may be prepared to grant exemptions in certain programming areas.

The objective of this application is to overcome the applicant's perceived short-comings in the ability of its existing AM station to provide a clear and consistent signal within its market, and therefore to improve the difficult financial situation it faces.
|
|
