NORTHWESTEL INC. - 1992 CONSTRUCTION PROGRAM REVIEW
|
The Commission announces that it will conduct a review of the construction program (CPR) of Northwestel Inc. (Northwestel) for the forecast period 1992-1996. This review will be conducted in accordance with the established procedure for Northwestel CPRs.
|
The following schedule has been established for the 1992 review:
|
(1) Any person wishing to participate in the review should file a notice of intention to participate with the Commission and serve a copy on the company by 6 March 1992.
|
(2) The company must file the 1992 View of its construction program with the Commission and serve a copy on all parties who have filed a notice of intention to participate (interested parties) by 31 March 1992.
|
(3) Interrogatories addressed by interested parties to Northwestel must be filed with the Commission and served on the company by 5 May 1992.
|
(4) The company's written responses to these interrogatories must be filed with the Commission and served on all interested parties by 2 June 1992.
|
(5) Requests by interested parties for further responses to their interrogatories, specifying in each case why a further response is both relevant and necessary, and requests for public disclosure of information for which confidentiality has been claimed, setting out the reasons for disclosure, must be filed with the Commission and served on the company by 9 June 1992.
|
(6) The company's written responses to requests for further responses to interrogatories and requests for public disclosure of information must be filed with the Commission and served on all interested parties by 16 June 1992.
|
(7) The party requesting further responses to interrogatories or public disclosure of information may file a reply with the Commission, serving a copy on the company, by 23 June 1992.
|
(8) Interested parties may file comments on the reasonableness of the 1992 View of the Northwestel construction program with the Commission, serving a copy on the company, by 21 July 1992.
|
(9) The company's written replies to these comments must be filed with the Commission and served on all interested parties by 18 August 1992.
|
(10) All documents referred to are to be received by the dates specified, not merely mailed by those dates.
|
The company is requested to provide the following information as part of, or with, the 1992 View of its construction program:
|
(1) a 1992-View-over-1990-View comparison of the company's forecast construction expenditures by usage categories, identifying and explaining the changes between Views attributable to:
|
a) inflation,
b) accounting changes,
c) volume, and
d) other;
|
(This View-over-View information is to be provided, by year, for the years common to both Views.)
|
(2) a year-over-year comparison of the company's 1992 View of its construction program, by usage categories, identifying and explaining the changes in expenditures attributable to:
|
a) inflation,
b) accounting changes,
c) volume, and
d) other;
|
(3) a comparison of the actual expenditures of the company in each of the years 1990 and 1991 and the expenditures forecast by the company in its budget View of those years, by usage categories and classes of plant, identifying and explaining the changes in expenditures attributable to:
|
a) inflation,
b) variations in company policy, specifying the amount attributable to each policy change,
c) accounting changes,
d) volume, and
d) other;
|
(4) updates to the company's Construction Program Procedure, dated 29 October 1990, as applicable;
|
(5) the reasons, including any economic or quality of service evaluations conducted, for each new program;
|
(6) the reasons, including any economic or quality of service evaluations conducted, for the deletion of any programs since the 1990 View;
|
(7) the actual and forecast improvements in efficiency or productivity and quality of service for all programs intended to provide such improvements and expected to cost over $1 million;
|
(8) the actual utilization for each of the years 1989 to 1991, plus the forecast utilization for each of the years 1992 to 1996, for the following classes of plant:
|
a) local telephone exchanges,
b) feeder cable,
c) intertoll switching systems,
d) inter-city transmission systems, separately for voice and data,
e) subscriber data equipment, and
f) telex exchanges.
|
