The Commission has received applications from The Island Telephone Company Limited (Island Tel) and Maritime Telegraph and Telephone Company Limited (MT&T), dated 31 January 1992, for approval of tariff revisions related to Network Exchange Service. These applications follow reports filed by the companies in response to a Commission request that they provide their views on the rate implications of the February 1991 finding of the Terminal Attachment Program Advisory Committee that mutually exclusive technical definitions for key systems and PBXs are no longer practical (for further details, see Bell Canada and British Columbia Telephone Company - Restructuring of Tariffs for PBX Trunks and Central Office Lines, Telecom Public Notice CRTC 92-16, 27 March 1992).
In their applications, the companies propose to more closely align the rates charged for lines provided in connection with Key and PBX systems. The companies state that they intend to move, in two stages, towards a single Multi-line Network Exchange Service rate for each rate group. The companies state that they will apply for approval of the second phase of their plans in January 1993.
Island Tel states that its proposals would result in weighted average increases for key system customers of 2.3% in 1992 and 3.2% in 1993. Rates for PBX customers would decrease, on a weighted average basis, by 8.7% in 1992 and 10.4% in 1993.
MT&T states that key system customers would experience weighted average increases of 2.99% in 1992 and 2.9% in 1993. Rates for PBX customers would decrease, on a weighted average basis, by 7.17% in 1992 and 7.8% in 1993. MT&T also states that, over the next five years, it plans to eliminate preferential pricing for Centrex Business Services terminating on Key and PBX systems.
In support of their applications, the companies have submitted information for which they have claimed confidentiality. Abridged versions of this information have been provided for the public record.
