The Commission has received the following applications:
1. HULL, AYLMER, GATINEAU, BUCKINGHAM AND MASSON-ANGERS, Quebec
Applications (920371200, 920372000) by TÉLÉCABLE LAURENTIEN INC. to amend the broadcasting licence to carry on the (cable) distribution undertaking serving the above-mentioned localities, for approval to substitute, at its option, as part of the basic service, to programming services of WNED-TV (PBS), WGRZ-TV (NBC), WIVB-TV (CBS) and WKBW-TV (ABC) Buffalo, New York for WNPE-TV (PBS) Watertown, WHEC-TV (NBC), WROC-TV (CBS) and WOKR (ABC) Rochester, New York as presently authorized on its cable system.
The licensee asks for authority to substitute these signals only when the following three criteria would be met simultaneously:
- the Rochester or Watertown signals are of poor quality;
- the program carried on both the Buffalo and Rochester/Watertown stations is the same (episode for episode); and
- the program distributed by the licensee is not subject to a program substitution request by a local or regional Canadian broadcaster.
The licensee states that the subscribers will benefit from improved quality and reliability of service.

Application (920359700) by ROGERS OTTAWA LIMITED, 1 Valleybrook Drive, 5th Floor, Don Mills, Ontario, M3B 2S7, to amend the broadcasting licence to carry on the (cable) distribution undertaking serving the above-mentioned localities, for approval to substitute, at its option, as part of the basic service, the programming services of WNED-TV (PBS), WGRZ-FM (NBC), WIVB-TV (CBS) and WKBW-TV (ABC) Buffalo, New York for WNPE-TV (PBS) Watertown, WHEC-TV (NBC) WROC-TV (CBS) and WOKR (ABC) Rochester, New York as presently authorized on its cable system.

Application (920232600) by NORTHERN CABLEVISION LTD., 5325 - 91 Street, Edmonton, Alberta, T6E 6E2, to amend the broadcasting licence to carry on the (cable) distribution undertaking serving Daysland, by adding a condition of licence allowing the licensee to distribute at its option, as part of the basic service, the programming services of WXYZ-TV (ABC) and WTVS-TV (PBS) Detroit, Michigan, received via satellite from the Canadian Satellite Communications Inc. (CANCOM) network.
