Public Notice CRTC 1992-67
The Commission has received the following applications:
1. OTTAWA, Ontario
Applications (920501400, 920502200, 920503000, 920504800) by the CANADIAN BROADCASTING CORPORATION to renew the broadcasting licences to carry on the following (Radio) Network Undertakings expiring 31 March 1993:
The English-language Radio network;
The French-language Radio network;
The English-language Stereo network; and
The French-language Stereo network.
Following a public hearing in October 1987, the Commission renewed the Corporation's radio network licences for a three-year period (Decision CRTC 1988-181, dated 30 March 1988). Since then the Corporation has been granted two one-year administrative renewals.
Decision CRTC 1988-181 included a number of conditions of licence, among which was the following:
  The licensee shall not broadcast any commercial message except
 (a) in programs which are available to the licensee only on a sponsored basis,
 (b) as required to fulfill the requirements of applicable legislation of the Parliament of Canada concerning elections,
 (c) material falling into content subcategory 81, or
 (d) competitions or contests intended or used to encourage listening to the station or any verbal or musical material promoting such contests without identification of a sponsor.
In its renewal applications, the Corporation is proposing a change in its condition of licence relating to the broadcast of commercial messages, that would allow it to broadcast
 "simple statements of sponsorship of occasional special performances (such as concerts, festivals, shows, drama). Such statements may incorporate the name of the sponsor and a brief general description of the types of services or products which the sponsor provides, including name and brand names of the service or product. Such statements must not contain language which attempts to promote particular services or products; for example, such statements may not refer to price, quality, convenience, durability, or desirability, or contain other comparative or competitive references;"
The Corporation indicates that it does not seek sponsorship advertising for journalistic programs or forprograms that are part of the regular schedule.
Decision CRTC 1988-181 included a number of expectations, among which were the following:
Implementation of the outstanding radio projects already authorized by the Commission. By 30 March 1988, the Corporation had not implemented 21 FM stations for which it had received authority from the Commission for the provision of AM or FM radio service in English or French.
The Corporation has indicated that because of financial constraints it has been unable to implement all of these projects.
Stations in Gillam and Lynn Lake, Manitoba; Geraldton and Manitouwadge, Ontario; and Sheet Harbour, Nova Scotia are now operational. The licence for CBOB-FM Brockville has been surrendered and the service in that area is provided by CBO-FM Ottawa. The CBC has indicated that it will implement CJBC-FM Toronto in the Fall of 1992. It also intends to implement CBCR-FM Kirkland Lake, Ontario; CBF-FM-2 Sherbrooke, Quebec, and CBHS-FM, Springhill; however, no projected implementation dates for these three stations were provided.
The Corporation has indicated that it does not plan to implement the remaining 11 stations in the foreseeable future, and is surrendering the authority for these undertakings as it submits renewals for the "parent" stations.
The eleven radio projects that will not be implemented are:

CBML-FM Val d'Or, Quebec
The completion of a study on the broadcasting needs of Francophones outside Quebec, and the submission of a plan of action.
In response to this expectation, the Corporation submitted a study in February of 1990. Subsequently, the Corporation indicated that it is not in a financial position at this time to expand its services in this regard.
