Box 2000, Saint John, New Brunswick, E2L 3T4, to amend the broadcasting licence to carry on the (Radio) Programming Undertaking for CHSJ Saint John, by increasing the present transmitter power from 10,000 watts day/5,000 watts night to 25,000 watts day/10,000 watts night.
The applicant's reasons for the proposal are:
(i) to improve the level and quality of CHSJ's signal in East Saint John and in areas to the East of Saint John; and
(ii) to make CHSJ more competitive with other Saint John radio signals.

4. FORT COULONGE, Quebec
Application (912997400) by LA RADIO DU PONTIAC INC., P.O. Box 820, Fort Coulonge, Quebec, J0X 1V0, to amend the broadcasting licence to carry on the (Radio) Programming Undertaking for CHIP-FM Fort Coulonge, as follows:
- by changing the frequency from 101.5 MHz (channel 268) to 101.7 MHz (channel 269);
- by increasing the effective radiated power from 3,000 to 11,900 watts; and
- by surrendering the licence for the (Radiocommunication) Distribution Undertaking CHIP-FM-1 Chapeau, Quebec.
The applicant states that these changes will improve the service and will enable it to reach a larger audience.
The applicant also proposes to increase locally produced programming from 90 to 126 hours per broadcastweek and to cease the rebroadcasting of CIMF-FM Hull, Quebec.
In addition, the applicant proposes to amend the percentage of principal languages of broadcast in its Promise of Performance as follows: increase the French-language programs from 50% to 70% and reduce the English-language programs from 40% to 30% of the broadcast time. The amount of English-language programs would, however, increase from 36 to 37 hours 48 minutes per broadcast week.

The Commission has already granted an extension of the time limit to implement the aforementioned authority from 20 July 1991 to 20 July 1992.
