The Commission has received the following applications:
1. McADAM, New Brunswick
Application (920249000) by VIDEO CABLE LIMITED, Box 1, McAdam, New Brunswick, E0H 1K0, licensee of the cable distribution undertaking serving McAdam, for approval to distribute, at its option, the programming service of WDIV (NBC) Detroit, Michigan, received via satellite from the Canadian Satellite Communications Inc. (CANCOM) network, as part of the basic service.
The licensee also proposes to delete the authority to distribute the programming service WLBZ (NBC) Bangor, Maine received off-air.

2. ATIKOKAN AND FORT FRANCES, Ontario
Applications (920026200, 920027000) by NORWONT LIMITED (Norwont), licensee of the cable distribution undertakings serving the above-noted localities, for approval to transfer all of the issued shares of Norwont, currently held by Comnet Limited (Comnet) (50%), InternationalSTV Corporation (ISTV) (25.69%) and 33 individuals (less than 2% each), to Winnipeg Videon Incorporated (Videon).
As a result of this transaction, Norwont will be effectively controlled by Videon, in turn, controlled by Moffat Communication Ltd. which is controlled by Randall L. Moffat.
The ownership of the licensee will therefore be changed as follows: Upon approval of this transaction Norwont, Comnet and Comnet's parent Cabler Limited (Cabler) will be amalgamated and continued under the name of Norwont Limited. At the closing of the transaction with Videon, Norwont will purchase, on behalf of Videon, for cancellation all of the shares of Norwont issued to ISTV. Thus resulting in the following changes in the share distribution of Norwont:

4. MISSISSAUGA AND OAKVILLE, Ontario
Applications (912833100, 912832300) by CHWO RADIO LIMITED, Broadcast Centre, 284 Church Street, Oakville, Ontario, L6J 7N2, and CJMR 1320 RADIO LIMITED, P.O. Box 1320, Port Credit Postal Station, Mississauga, Ontario, L5G 4M3, respectively, for approval to amend the following conditions of licence:
1. by CHWO Radio Ltd. to delete the following:
 - that a minimum of 45 hours 45 minutes of the broadcast week be devoted to ethnic programs of Type A and B; and
 - that programming be directed to a minimum of ten cultural groups in a minimum of twelve different languages.
2. by CJMR 1320 Radio Ltd. to increase the following:  - the amount of Type A and B ethnic programming from 21 hours 42 minutes to 65 hours; and
 - the programming directed to five cultural groups in a minimum of seven different languages be increased to eleven cultural groups in a minimum of fifteen different languages.
 These amendments will see the level of ethnic programming on CJMR being increased from 17% to at least 60%. This would result in the station being considered as an ethnic radio undertaking as outlined in Public Notice CRTC 1985-139 "A Broadcasting Policy Reflecting Canada's Linguistic and Cultural Diversity".

5. WOODSTOCK, Ontario
Application (912793700) by OXFORD BROADCASTING COMPANY LIMITED to amend the broadcasting licence to carry on the radio programming undertaking for CKDK-FM, as follows:
- by changing the frequency from 102.3 MHz (channel 272B) to 103.9 MHz (channel 280C1);
- by increasing the effective radiated power from 3,500 to 65,000 watts; and - by relocating the transmitter a distance of approximately 0.27 km west of the present site.
The applicant states that these changes will improve the signal quality in the south and southeast portions of the coverage area where it is stated that listeners are experiencing reception difficulties.
