The Commission will hold a public hearing commencing on 23 March 1992, at Guy-Favreau Complex, East Tower, 200 René-Lévesque Boulevard West, Montréal, Quebec, to consider the applications listed hereafter:
FRENCH-LANGUAGE TELEVISION
At the public hearing, the Commission will examine each licensee's performance, especially in the light of the commitments, concerns, expectations and conditions set out in the last pertinent licence renewal decision and in the light of its policies. It will also examine each licensee's plans and strategies for the seven-year period beginning 1st September 1992, which will take us to the turn of the Century. In addition, the Commission will focus on the unique character of each service, in particular the contribution each one intends to make to the market it serves and to the Canadian broadcasting system.
French-language television, like other broadcasting sectors, is going through difficult times. Private licensees are showing relatively major operating losses, and the public sector is undergoing substantial budget cutbacks. Since the licences were last renewed, the television scene has been completely transformed. Leaving aside the educational service, we have gone from an environment in which the bulk of the viewing audience was shared by two major general networks, to a more complex environment in which viewersnow choose from eight networks: three general, four specialized and one international in nature. Moreover, government budget cuts have forced public television to further develop its potential for selling advertising time.
In this context, the Commission will wish to discuss with the applicants and the interveners the licensees strategies to meet the new market requirements.

Pursuant to the provisions on subscription television (STV) systems published in Public Notice 1987-254 this fee would not be regulated by the Commission. The Commission will only proceed with this application at the public hearing if advised by the Department of Communications, at least ten days prior to the hearing, that it is technically acceptable.
