Pursuant to Public Notice CRTC 1992-7 dated 20 January 1992, the Commission renews the broadcasting licence for the television programming undertaking affiliated to the Quatre-Saisons (TQS) television network, CFGS-TV Hull, from 1 September 1992 to 31 August 1997, subject to the conditions specified in the licence to be issued.
As outlined in the preamble to this decision, the Commission has granted this five-year renewal in view of the generally-poor financial results of the past few years and the uncertain economic climate. This term will allow for an early review of the situation.
Radio Nord Inc. serves the Outaouais region and Eastern Ontario through CHOT-TV Hull, a TVA network affiliate and CFGS-TV Hull, a TQS network affiliate.
The Commission expects the licensee to broadcast one hour and 15 minutes of local news programming weekly and to ensure that CFGS-TV's newscasts are different from those of CHOT-TV.
The Commission encourages the licensee to rebroadcast in full the captioning provided within captioned programming. While CFGS-TV's renewal application made no specific commitment to offer captioning of local program production, the Commission expects CFGS-TV, at a minimum, to provide captioning (open or closed) or signing of local news headlines, during the new licence term.
The Commision notes the commitments made by the licensee with respect to CFGS-TV's policy on programming produced by native organizations.
The Commission acknowledges the intervention received from the Canadian Association of Broadcasters in support of the renewal of this licence.
