Pursuant to subsection 18(6) of the Cable Television Regulations, 1986 (the regulations), Trillium Cable Communications Limited (Trillium) proposed to increase its basic monthly fee by $0.20 for the fiscal year ending 31 August 1992, effective 1 February 1992.
In assessing the proposed increase, the Commission has examined the documentation filed by the licensee, including that relative to previous increases based on capital expenditures, and notes that it has underspent on specific capital expenditure projects in the fiscal years ending 31 August 1987 and 1990.
On account of these underexpenditures and the additional 10% reduction for the 1990 underexpenditure allowed pursuant to Public Notice CRTC 1988-185 dated 10 November 1988, the Commission disallows implementation of the proposed $0.20 increase.
In disallowing this amount, the Commission considers the licensee to have already received the proposed fee increase. The Commission acknowledges the comments received from subscribers regarding the proposed increase.
