Following a Public Hearing in the National Capital Region beginning on 2 December 1991, the Commission approves the application for authority to acquire the assets of radio station CKOD Valleyfield from Radio Valleyfield Limitée, and for a broadcasting licence to continue the operation of this undertaking, under the same terms and conditions as the current licence.
The Commission will issue a licence to Radio Express Inc., expiring 31 August 1995, upon surrender of the current licence. This term will enable the Commission to consider the renewal of this licence at the same time as that of other radio stations in the area. The authority granted herein is subject to the same conditions as those specified in the current licence as well as to any other condition specified in this decision and in the licence to be issued.
The Commission has assessed the various projects put forward by the applicant as being the benefits associated with this transaction. In general, the Commission is satisfied that the benefits package is clear and unequivocal, and that approval of this application is in the public interest. The purchase price relating to this transaction is $175,000. The Commission considers the major benefit associated with this transaction to be the maintenance of local service in Valleyfield and area. In this regard, the Commission considers as being particularly important the commitment made by the applicant at the hearing to maintain this service even should its plans to replace the AM station with an FM service not be realized.
The Commission has accepted, as quantifiable benefits, the applicant's commitments for expenditures totalling $93,525 over five years. It has also noted the quantifiable benefits claimed in respect of the applicant's plans to allocate, over a five-year period, $109,000 for the promotion of talent, $39,200 for a poster contest and $6,425, representing the additional electricity costs for night-time operation. The Commission considers these proposals to fall within the categories of proposed benefits that have been generally rejected as such for reasons outlined in Public Notice CRTC 1989-109 dated 28 September 1989.
The Commission reaffirms the particular importance it attaches to the development of Canadian talent and is satisfied with the annual budgets allocated and the initiatives proposed by the applicant in this respect. It encourages the licensee to continue its efforts in this regard during the new licence term and to develop new initiatives for the support, development and on-air exposure of local and regional talent.
It is a condition of licence that the applicant adhere to the guidelines on sex-role portrayal set out in the Canadian Association of Broadcasters' (CAB) Sex-Role Portrayal Code for Television and Radio Programming, as amended from time to time and approved by the Commission.
It is also a condition of licence that the applicant adhere to the provisions of the CAB's Broadcast Code for Advertising to Children, as amended from time to time and approved by the Commission.
