Pursuant to Public Notice CRTC 1991-101 dated 4 October 1991, the Commission renews the licence for the Cree-language radio network operated by James Bay Cree Communications Society from 1 September 1992 to 31 August 1999, subject to the conditions specified in this decision and in the licence to be issued.

This network, which will produce 15 hours per week of programming in the Cree language, is owned and controlled by a not-for-profit organization whose structure provides for membership, management, operation, and programming by members of the Cree communities of Northern Quebec.

It is a condition of licence that at least 30% of musical selections broadcast each week be Canadian.

It is a condition of licence that the licensee adhere to the guidelines on sex-role portrayal set out in the Canadian Association of Broadcasters' (CAB) Sex-Role Portrayal Code for Television and Radio Programming, as amended from time to time and approved by the Commission. It is also a condition of licence that the licensee adhere to the provisions of the CAB's Broadcast Code for Advertising to Children, as amended from time to time and approved by the Commission.

In line with Public Notice CRTC 1989-4 dated 10 January 1989, the network operator, James Bay Cree Communications Society, is required, by condition of licence, to file a report with the Commission every three months listing the affiliates to the network.
