RESTRUCTURING OF RATES FOR CERTAIN COMPETITIVE NETWORK SERVICES

The Commission has received applications from AGT Limited (AGT), Bell Canada (Bell), British Columbia Telephone Company (B.C. Tel), The Island Telephone Company Limited (Island Tel), Maritime Telegraph and Telephone Company Limited (MT&T), The New Brunswick Telephone Company Limited (NBTel) and Newfoundland Telephone Company Limited (Nfld Tel) (collectively, the companies) requesting approval of various tariff revisions associated with the provision of Megaplan services and Dataroute 56 Kbps service.
In Bell Canada and British Columbia Telephone Company - Restructuring of Rates for Competitive Network Services, Telecom Decision CRTC 90-22, 3 October 1990, the Commission approved a restructuring of the rates for the competitive network services of Bell and B.C. Tel. The restructuring involved, among other things, changes to the discount structure for high speed digital services, including the establishment of the Customer Volume Pricing Plan (CVPP). In subsequent Orders, the Commission approved a similar restructuring for AGT, Island Tel, MT&T, NBTel and Nfld Tel.
In Telecom Letter Decision CRTC 90-15, 24 October 1990, the Commission approved a restructuring of the rates for Mach III services provided by Unitel Communications Inc. (Unitel). In support of their applications, the companies submit that the approval of the Mach III rate restructuring has placed them at a competitive disadvantage with regard to high speed digital services as well as Dataroute and Interexchange Voice Grade Services. They state that approval of the proposed revisions is necessary if they are to avoid sustaining serious loss of market share.
Each of the companies proposes: (1) to revise the rates for Megaplan DS-0, DS-1 and DS-3 inter-exchange channels and Dataroute 56 Kbps service; (2) to introduce a rate for Megaplan DS-2; (3) to add intermediate minimum monthly billing commitment levels to the CVPP; (4) to increase certain CVPP discount levels; (5) to expand the CVPP to include all Megaplan service components; and (6) to adjust the monthly rates for certain Megaplan components.
In support of its application, Bell has submitted certain documentation including expected revenue impacts for Telecom Canada members, both individually and collectively, for which it has claimed confidentiality. It has also provided an abridged version of this information for the public record. The other companies state in their applications that they concur with and adopt the supporting documentation filed by Bell.

3. Interested persons wishing to participate in this proceeding (interveners) must notify the Commission at the address noted in paragraph 2 by 5 February 1991. The Commission will issue a complete list of parties and their mailing addresses.
4. Interveners may address interrogatories with respect to any application or applications. Any such interrogatories must be filed with the Commission and served on the company in ques-tion also by 5 February 1991.
5. Each company is to file responses to any interrogatories with the Commission, serving copies on interveners, by 26 February 1991.
6. Requests by interveners for further responses to their interrogatories, specifying in each case why a further response is both relevant and necessary, and requests for public disclosure of information for which confidentiality has been claimed, setting out the reasons for disclosure, must be filed with the Commission and served on the company in question by 12 March 1991.
7. Each company is to file written responses to requests for further responses and requests for public disclosure of information, serving copies on the intervener who made the request, by 26 March 1991.
8. The Commission will issue directions as to further procedure once a decision has been made with respect to any requests for further responses or for public disclosure of information.
9. Where a document is to be filed or served by a specific date, the document must be actually received, not merely mailed, by that date.
