NEWFOUNDLAND TELEPHONE COMPANY LIMITED - WAIVER OF PER-CALL BLOCKING CHARGE IN CONJUNCTION WITH CALL MANAGEMENT SERVICE

In Newfoundland Telephone Company Limited - Introduction of Call Management Service, CRTC Telecom Public Notice 1991-23, 23 April 1991 (Public Notice 1991-23), the Commission initiated a proceeding to consider an application from Newfoundland Telephone Company Limited (Newfoundland Tel) for the introduction of Call Management Service (CMS). Newfoundland Tel's proposed tariff revisions were granted interim approval in Telecom Order CRTC 91-549, 18 April 1991.

CMS provides customers with a number of network control features based on the identification of the telephone number of the party placing the call. Newfoundland Tel's application provided for a service whereby calling parties can block the display of their telephone numbers by placing calls through a local operator. Newfoundland Tel proposed that a charge of $.70 apply to each such call.

On 10 May 1991, Newfoundland Tel filed under Tariff Notice 84, another application related to the introduction of CMS. Under Tariff Notice 84, Newfoundland Tel proposes to waive the $.70 per-call blocking charge for calls placed from shelters for victims of domestic violence, where the shelter is registered with Newfoundland Tel.

In Telecom Order CRTC 91-726, 29 May 1991, the Commission granted interim approval to Tariff Notice 84, effective 10 June 1991. However, prior to making a final determination, the Commission invites comment on Tariff Notice 84 as part of the proceeding initiated by Public Notice 1991-23.

Procedure

1. By 11 June 1991, Newfoundland Tel is to send copies of Tariff Notice 84 to all persons who have indicated to it that they wish to participate in the proceeding initiated by Public Notice 1991-23.

3. Tariff Notice 84 and related documents may be examined at any of Newfoundland Tel's business offices or at the offices of the CRTC, Room 201, Central Building, Les Terrasses de la Chaudière, 1 Promenade du Portage, Hull, Quebec, or Suite 1007, Bank of Commerce Building, 1809 Barrington Street, Halifax, Nova Scotia. A copy of Tariff Notice 84 may be obtained by any interested person upon request directed to the company at the address show above.

4. In accordance with the procedures established in Public Notice 1991-23, anyone wishing to comment on Tariff Notice 84 (interveners) may do so by writing to the Commission, serving a copy on Newfoundland Tel, by 25 June 1991.

5. Newfoundland Tel may file a reply to any comments, serving copies on all interveners, by 9 July 1991.

6. Where a document is to be filed or served by a specific date, the document must be actually received, not merely mailed, by that date.
