BELL CANADA - REVISIONS TO CENTREX III SERVICE
Reference: Tariff Notice 3876
The Commission has received an application from Bell Canada (Bell), dated 28 February 1991, for the approval of tariff revisions related to Centrex III Service.
The proposed tariff revisions provide for the introduction of a new five year minimum contract period (MCP). For systems within a single wire centre, a minimum of 160 voice, digital data or integrated Centrex III locals would be required. The five year MCP would also apply to multiple wire centre systems, with a minimum commitment of either 1,000 or 15,000 voice or digital data locals. Under the 15,000 local option, further discounts are applicable to locals in excess of a minimum commitment of 20,000, 25,000 or 30,000.
Bell also proposes reduced rates for voice, digital data and integrated Centrex III locals provided pursuant to new three year contracts. Existing three year MCP customers would be permitted to convert to a new three or five year MCP without being subject to termination charges.
In support of its application, Bell has filed the results of a modified Prospective Annualized Revenue Cost (PARC) study, for which it has claimed confidentiality. It has also provided an abridged version of this information for the public record.
The Commission has addressed interrogatories to Bell with respect to its application. The company has been directed to respond to these interrogatories by 17 June 1991.
